The founder of PEEL is a past Carrington Youth Fellow of the United States Consulate Lagos Nigeria. The team embarked on a project at the Port Harcourt Remand Home. For over 40 years, the Remand Home in Port Harcourt has worked with troubled youths serving at the community’s juvenile detention centre. The centre, however, lacked a substantive rehabilitation program and as a result, recidivism is a growing problem (currently at 68%). There were no reformative programs for the approximately 46 juveniles aged 10 to 18 years in the home.

A vital reformative program that incorporates skills acquisition, self-esteem and career development helped address this problem.
